Citizen Engagement App – Common Questions

We’ve received some questions from residents about the new app and utility billing system. Here are some clarifications:

Do I need my account number and PIN every time I log in?
No. You only need the PIN from your utility bill the first time you set up your BS&A account. After that, you use the user ID and password you created.

  • If you do not create an account, you can still pay as a guest, but you will need your account number and PIN each time. This protects your account information.

Where can I find the PIN to my account number?
Find the PIN on the top portion of your water statement to the right of the barcode, in a small font.

Why doesn’t the City App remember my login?
The Citizen Engagement App (Granicus) links directly to BS&A, the City’s billing and permitting system. For security reasons, BS&A requires a login before showing account information. The City App itself does not store or manage your billing login.

Can I use ACH payments from my bank?
Yes. If you create a BS&A account, you can set up automatic payments from your bank account (ACH) or credit card. The system also supports Direct Debit for customers who had it before the transition, and staff can help set up Direct Debit if needed.

About the Citizen Engagement App

Pay your utility bill, request a building permit, report issues (tree down, streelight out, damaged mailbox), make a service request, and much more, with the City of Warrenville app. There is no fee if you pay your utility bill using the app.

The app is an on-the-go connection for City resources, news, and more from your smartphone, tablet, or desktop computer. https://warrenvilleil.citysourced.com

  • Enroll in Paperless Billing
  • Prefer to pay by Phone? Call our quick automated service at (708) 215-4850.
  • You can still pay your utility bill in person at City Hall by cash, check, or credit/debit card. A drop box is available for check payments at the Manning Avenue entrance to City Hall.
