The Planning and Zoning Division is concerned with the development, maintenance, and implementation of the Comprehensive Plan, Zoning, and Subdivision Control Ordinances through the zoning petition process. This Division works closely with the City Council, Council Committees, Plan Commission/Zoning Board of Appeals, and developers in the review and public hearing process for requests for planned unit developments, map and text amendments, appeals, variations, special uses, and plats of subdivision.

This Division's work entails review and processing of various applications, petitions and submittals, presentation of written and verbal reports, answering inquiries, performing field inspections, and maintaining department records pertaining to the enforcement and application of the City's Zoning and Subdivision Ordinances. Staff provides explanation, interpretation and guidance regarding applicable codes to citizens, developers, builders, property owners, and other interested parties. Research, preparation, and review of amendments to the Zoning Ordinance and other local codes, together with various studies are prepared by the Division. Staff investigates complaints and problems relative to violations of the provisions of the Subdivision and Zoning Ordinances, Special Use Permit Ordinances, Annexation Agreements, and approved Planned Unit Development Plans, notifies responsible parties, and conducts inspections to determine compliance. In addition, staff assists in the preparation of the Plan Commission, City Council, and Council Committee agenda packet backup.
